The Kazakhstan government has attempted on multiple occasions to require trust of their own CA, and to proxy all traffic in and out of the country, and probably to enable snooping on all network activity at will.
Which, I mean, the US was doing prior to the widespread adoption of TLS.

In Almaty recently, the most bustling city, I saw at least half of people pay at the grocery store with cash or card. Certainly anybody over age 50. They still count out coins slowly, holding up the queue.
