Looking at their hiring page, they list some goals I am hesitant to applause; arXiv is certainly a big and complex project, but the kind of 'modernization' they describe makes me nervous; I hope they don't get Kubernetesmania and sink costs into endless layers of architecture making future pivots hard or impossible; the service provided by arXiv is too important to be hampered by featuritis. I am not sure about Google Cloud, either, although I am sure they will provide their best service to Cornell U.
