They don't have the nuclear arsenal or the submarine capacity for a plausible first strike, and attacking the US mainland seems like a really short shortcut to being utterly destroyed.
I don't see this as a particularly realistic threat, but honestly I also understand why keeping any adversary out of Cuba is desirable... there's just no need to conjure the specter of WWIII in the process.
