The 77% Threshold

Why 77% exactly? Surely that number must depend on other factors?
How do you measure this number, are there resources online?
What industries are currently at 50, 60, 70 and 80%? so we may not only compare and contrast, but end up with an idea of what the future might look like.
By definition, are we not taking risk in switching to the new thing which is admittedly worse than the old thing, before it's ready?
Also, the threshold 77% seems so random. In many systems, it is hard to even quantify how effective is the new one compared to old. Suppose you do have metrics, then why 77%?
