Paying People for Their Attention

How do I register my demand for what I want to pay attention to or what I want people to pay attention to? I already have to pay people to have attention of me such as an internet ads or TikTok advert.
One of my ideas is a deliberate demand signal, a bit like a BID order or a reverse Kickstarter where people register what they want to pay attention to. Or what they would contribute to, with a guaranteee you will stump up some resource if your criteria is met.
There has to be a better allocation scheme of attention to recipients. Can we load balance attention?
Imagine attention being a protected resource and was defensible through computers like an advanced attention filter.
Marketplaces schedule attention and load balance it (Uber/DoorDash/JustEat/food delivery services, stock market)
Attention at the SAME TIME as other people is worth more than individual's attention at sporadic times unless that individual attention has intent (such as a search for a product with the intention of buying it). Hence HN front page, live television and value of twitter. HN directs our attention at the same things and each of our individual attention on the same thing is more valuable than if we weren't coincident in time.
The value of a sports game or music concert at the same time versus on television after the fact.
I feel there's a link between the carrying capacity of attention and the market capacity of business: restaurants, cafes, local businesses, coffee shops, internet services, B2B services that can survive in a market. Attention is linked to product market fit. Location is tied to attention (high footfall = lots of attention, Google/Facebook/Twitter = lots of attention)
How many website and startups do you know that didn't ever achieve product market fit? Were everyone's attention on that company at the same time (15 minutes of fame) would they have gotten enough business to sustain themselves? There's nothing new under the sun.
The limited capacity of the market to support a growing number of people forces people in a funnel of competition over the same work. So is work of the same kind a commodity?
Hence we get layoffs where the attention carrying capacity cannot sustain the people. Look at the hifi industry and newspaper industry.
Hence Google adverts where you pay to appear next to searches, television/radio marketing.
