Japan about to release treated radioactive water from Fukushima plant

Could they not evaporate it all? It's already been years and will take years more. If they evaporate it they can bury the residue

Judging from [1], the volume is too big for evaporation, and they cannot guarantee that the vapour won't be radioactive as well.
