This seems like it explicitly doesn't cover the things that were most important to cover, namely farm equipment and medical devices (that story about cochlear implants from last week comes to mind).

Do laptops and desktops count as 'cyber security' tools? Otherwise, this feels worthless

This might be a "don't let perfect be the enemy of good" situation. It might be that it was too politically risky to include those categories, so they did the next best thing.
