Developer team on The Lord of the Rings: Gollum apologize for its release state

I'm very curious about who greenlit this game and thought it would sell well. It's a game with the player playing Gollum. Not Legolas or Elrond or Sauron or Morgoth or just about any other LotR character - but Gollum.

I'm guessing that the publishers lost confidence in the game's ability to sell and just told the dev team to wrap it up and release it in any state.
