Ask HN: Why Claude Shannon didn't get a Turing award?

I was looking through the list of Turing award winners and realised that Claude Shannon, the inventor of Information theory didn't receive one?

Why was this so? Is it compulsory that a Turing award recipients has to be part of the ACM? And he probably wasn't a member?
