Telcos detail plan to charge Big Tech firms for access to Internet users

So users pay for bandwidth, and then ... companies also pay for bandwidth? How is that not double dipping? More over why aren't they therefore being required to demonstrate that the amount users are paying is less than the costs? Surely it should be easy enough for a telco to demonstrate that they're running at a loss?

I already pay for my internet although I'm not happy that CenturyLink appears to be unable to give me an IPv6 address, or rent me a static IP address of any sort.

If CenturyLink gets paid on the server end, why am I paying? They're not keeping a lake of IP packets which I empty and Google, Apple, Netflix etc fill up. Greedy behavior!

Doesn't the market have to stabilize into a state where some pretty large portion of consumers can't afford the service to maximize profits.

Is there no concept of a dumb pipe in EU? Would be interesting to see big tech block specific ISPs that force them to pay to play.

I thought the users already paid to get that traffic delivered to them. And the tech firms also have to pay for their bandwidth. But I guess 'fair' has nothing to do with it.
