I never knew and obviously still don't but he's equating the environments needed to do things such as welding automobile frames with software and marketing and accounting? It's fairly obvious to even a third grader that the job environment and necessities for a cafeteria worker and a bookkeeper are quite different.
The fact that he didn't provide any evidence to back up his claim about productivity of workers and only mentioned how unfair it is for some people to work from home makes me think he's hiding the true motivations. Probably something along the lines of conservation of the status quo. "Don't change things too fast for me!"
