There should be penalties for non-compliance, proportional to the volume of violating content. Content that got viral by organic sharing would not be covered by the same law – only the company and its mass distribution channels would have to comply. It would probably be the purview of the FCC, which already has child ratings and goes so far as to control what words cannot be said on network television.
I am a libertarian, but I believe we need to use government to mitigate negative externalities -- costs that companies impose on the public and the environment at large, in order to make profit. One way would be to allow mandate disclosure of what's going on. I write about it here:

I would even go so far as to say that we should phase in a UBI, paid for by Pigovian taxes on these companies. That would have all the benefit of Macron's taxes on fossil fuels without the yellow vest protests, for example.
A non-government alternative would be to at least have a certification that there was a human in the loop, kind of like "organic chicken" certification.
