It's mischaracterized. Both warring factions were part of the same military before the fighting started. The issue is not that one or the other of the 2 factions seized the lab and they plan to start using bioweapons. The issue is that the lab workers are too scared for their life to come to work. The 2 factions are not trying to kill any lab workers, but in times like this shit happens, and the lab workers are people like you and me, and they don't like to expose themselves to risk of life anymore than we do.
