If we're going to have sensible public policy we need to educate ourselves better so that we're not always just reacting to the immediate crisis, but actually developing policies that are workable.
For instance, the small towns bordering Tulare Lake and other historical flood zones. Or the absurd golf courses and mega-farms in the middle of the desert sucking the Colorado River dry.
