Perhaps if some advanced civilization were able to modulate radio pulsars. But it's not like we're monitoring across a wide bandwidth, so they'd need to transmit at the specific narrow band that we listen to. SETI is fun to think about and experiment with but it always strikes me as bit of a fool's errand.
