I think the media would want us to believe so. There are certainly some dense failing cities and some states that are failing economically that have elevated levels of frustration, rage, angst, rioting. People will devolve into mobs and direct that rage to the easiest targets, even if the targets are incorrect and/or highly irrational. A mob tantrum so to speak. Adding to this social media algorithms that help direct peoples rage against one another for cheap clicks rather than giving them the opportunity to think and realize what is actually having a negative impact on their lives. Some might even call it a very effective psychological warfare campaign having a powerful effect of taking attention of root cause problems.
Prior to anything resembling a civil war breaks out, I would expect military to be called in and the aforementioned cities would become mini-police-states until things are under control. The mandatory lock-downs and curfews would further enrage many people. I don't know what happens after that. If this were a a proper dystopian movie, the internet or at least media and social platforms would be sabotaged and people would start thinking for themselves and they would rise above it. Being this is not a movie I have no idea what really happens next.
[Edit] Question for the proper historians. In the past when the media would get people spun-up, divided and amplify their frustrations, what usually happened next? Any major events?
