Brazilian here: basic services should NEVER be privatized. While the state of sanitation is, indeed, sad, creating space for private monopolies people can't escape is never a good solution.
It's always better to force the government-owned sanitation companies to meet specific service-level and universality goals and use that to feed the budget that needs congressional approval.
It's a communist judiciary dictatorship. I don't know why they even bother "justifying" anything.
