OpenBSD: Network Improvements

This is a welcome improvement! While I'm however not sure how many future features would be needed to gain more BSD adoption, I doubt this is enough a drop in that bucket.

That said, efficiency is a drag for running it in production, so this helps. At work, I did some experimentation serving files from jails and ended up getting a modest overall performance increase - but most parts were much slower or more resource hungry than our normal Linux systems. It feels a bit insurmountable to fit in all those optimizations though.
