I think this is BS. I've lived around the world and only in the US there's an expectation to tip. Everywhere else you don't tip unless the experience was overwhelmingly positive

Looking at Europe, I’d say it’s accurate.

As a personal rule, I tip by default: in a cafe I will round up the bill amount; in a restaurant I will do up to 10%. I will withold the tip for a sub-par service.

Most of people I know would do the same.
