It doesn't matter, it's not their job. They weren't hired to perform that job, they don't perform that job daily, and so they can and should leave the people who's job it is too do it.
Part of the job is to unblock their teams. Sometimes that's achieved by their own technical knowledge, sometimes by coaching, sometimes by coordination with other teams/resources. It's very situational.
