I have heard statistics but do not have a source that the university system in isreal is better positioned to perform tech transfer. The US schools are more focused on research reports where as Israeli schools are more focused on selling and building technology.

This is evidenced by the type of start up out of Israel which is patent style tech over social, web tech.

There are US schools pushing to potentially reward professors not just for research but also selling technology.
