To have any read access at all, you need to pay $100/month - which currently is totally free with very generous rate limit. And the old $100/month tier, IIRC, has something like 2M, compared to current 10k.
It basically kills any hobby projects. I personally have one (that is only used by myself) to just backup tweets from some public accounts. Guess no more.
I expect lots of scraping tools would be developed/updated (they already exist of course, but using API is far more easier to use (manually or with things like Tweepy) and it can gives you a very detailed object for each tweet).
