Why Is the Federal Reserve Abetting a Drain of Deposits from Banks?

...Why shouldn't people be able to take their money out of banks? Seems like a lot of people are very invested in people not moving their own money.

Because along with QT and interest rates it's a tool in their inflation toolbox.
