It really emphasizes how weak and ineffectual Russia actually is. Drones are not high-tech. They are toys. The fact Russia needs to import them from Iran shows it has barely progressed beyond the Soviet military industrial complex it was left with in 1991. HIMARS would have been highly vulnerable to swarms of smart drones, in absence of pervasive, mobile air defenses which Ukraine generally lacks.
