I would imagine if ARM wants more money, smart phone manufacturers will not want to make less money and pass that extra cost off to the consumer.

I recall news about Qualcomm charging a fee based on the overall price of the final product too. But does Arm have as strong of a hold on the market, compared to Qualcomm, to pull it off?

Well, practically every single Apple product is using ARM-based processors.

I doubt this would apply to Apple. Probably only to those who are actually using cores designed by ARM..
