This is the Ministry of Justice in Japan. The inconsistency in information communication inside the same place is massive.

For example you always got the link-to-the-PDF only type of announcement.

Also you can have image-with-pdf type.

And all of a sudden, they realize that they can just put those words in the pdf into html.

I think people do not need a CS degree to tell that this inconsistency and abuse of PDF/image is problematic.

What are they thinking?
