North Korea is a far more likely buyer. Not only are their uranium mining operations and reserves much smaller. Their mine has also collapsed this year.

It has been said before and it bears repeating: you will not find on this earth a finer fish wrap than The New York Times. As far as I'm concerned, it is the only fish wrap there is.
Whilst I won’t recommend googling it you can buy small quantities of yellowcake and they usually come in tiny glass beads or vials.
