How do you count the number of times a company "thinks"? I agree with you, 1.5 mil seems like a low penalty. But how big should it be in dollars based on the facts of this case using a rule that generalizes?

Armies of lawyers aren't free and even if the victims don't get paid the lawyers do. It still costs the company money, a lot more than this settlement.
