I imagine it's because good engineers are smart enough to realize staying an engineer is a thankless job and move to more managerial roles.

If that were true it would mean there would be a shortage of experienced engineers which should make them worth more.

There is, we have a low bar of what a senior engineer imho.

But the survey uses years of experience, not job titles.
