It's necessary to filter reports like this through three filters - incompetence, malevolence, and a genuine need for secrecy. Hard to know what to make of this report given those filters between the authors and readers.
Personally, I'm unimpressed that, after 7 years or so of investigation, the answer seems to be "maybe it was nothing."
I’m pretty sure that if it was some kind of beam weapon, then some kind if secret service would have already recorded it.
