Have most of the actual testing happen during class time. If you have an hour long class, spend half an hour doing a micro exam, then another half hour of the lecturer going over the answers. Instead of writing essays or doin tests in their own time, have the students doing their reading and collaborative learning in their own time instead.
This way, the students need to actually turn up to lectures. They can't cheat since they're supervised (if you're not in the lecture you can't hand the test in), and being shown how to do work properly just after you've had a go at it is a very effective learning tool.
Because some students won't be able to come to every lecture, just score based off the top half of the results. You can still _also_ have a big test at the end of semester if you want, but I don't think it's necessary or even particularly useful.
