I want to develop mobile games and AR/VR applications for both iOS and Android mobile phones. Which low-cost laptop would you recommend?

you can't run xcode on anything but a mac! So the choice is easy: MacBook Air M2 with 16GB memory.

Will MacBook Air M1 with 8GB RAM and 256GB SDD work?

not really, with just 8GB everything will be very slow. You might get by but 16 is really needed.
