How can he say that ‘we don’t know what they are’ and at the same time say ‘we are sure they aren’t Chinese’? It doesn’t make any sense!

It's like saying "I don't know what kind of fruit this is, but I'm sure it's not a banana." Not defending his response, but it's not that strange.
