Can someone explain this part to me?

If the system used just absolute block counts then tweets from popular polarizing people like Trump would go nowhere since their block count would be many orders of magnitude higher than most of the userbase.

Trump hasn't been on Twitter for years now. I assumed this was a recent bug, as Musk recently complained that his own tweet engagement had plummeted.
