So of course the response to rational behavior anyone not in a boardroom can easily understand, is to lay off some of the people who aren't in the boardroom.

Or people getting their black ships out of storage, hoisting the sails, and returning to sailing the high seas.

They probably are and it’s likely a different set of people than those that were laid off.

Yes, that's what they're doing, by taking the money saved from layoffs and investing it into new projects.
