Why did they wait so long to charge for the game?

(I've never played it, so forgive my ignorance)

This is a new version of the game with a GUI on steam. previously it was text only, and not very accessible.

What about a text-only game, prevented them from charging for it?

Nothing per se, but the GUI version has broader appeal so it would sell better.
