Society changes, things that were acceptable now aren't, we can't retroactively villify all acts we now deem unacceptable. What we should be concerned with is the here and now. If there's a proposal to increase equality in the here and now I'll listen to it. Saying your great great great grand parent was a slave doesn't make that case.
Second why just black people. As far as I can go back on my family tree, I come from Welsh miners. I'm not going to compare it to slavery but it was undeniably shit. Do I deserve compensation for that? What about my forefathers and mothers not having the vote? My great granddad might have identified as gay or trans, do I deserve compensation for that? What about past attempts to get rid of the Welsh language?
Now it is 5.1% at last (2020) census.
Or about 64% reduction over 50 years, while SF population grew 13% over same 5 decades.
Sure, SF citizens should be made to pay … dearly, but certainly not the rest of California, much less the nation.

But seriously, the math tells us that IQs below 87 number about 16% of the population. Those people have have an difficult time remembering complex enough instructions that the US Army doesn't want them. With California's population of 330 million that's about 52 million people.
