The refurbishment market is close to the theft laundering market. The fix is for Apple to make an easier pipeline for used product to be returned to them for refurbishment.

AFAIK all you need to do right now is ask for a free, pre-paid shipping envelope. Until Apple develops psychic abilities it can’t get any easier.

Then there is no need to junk them at all. The recycler is just pissed he can't continue to launder poorly appropriated goods.
