It would be quite simple for Apple to setup a rescue program that actually got people their stolen devices back and solves the recycling problem:
1. A recycler with an activation-locked device pings apple.
2. Apple pings the former owner.
3. If the former owner wants it the recycler forfeits it to the nearest apple store where it’s shipped at the owner’s expense to the former owner.
4. If the former owner doesn’t want it or doesn’t respond in 60 days, it’s wiped and unlocked.
Activation lock is nice because it deters theft, but it doesn’t get you your stuff back and results in a ton of e-waste in the long run. A solution like this balances those two conflicting problems. Legit recyclers can keep stuff out of the waste stream. Theft is still strongly discouraged, and this time you might actually get your phone/macbook back!
