I think we also need to have a global alert system that somehow works independently on any political or other friction. It should organized to be resilient, tamper proof and transparent. If we are really serious of avoiding major population declines from future (eventually also more virulent) pandemics and consider our selves "civilized" rather than expendable biomass this is a fundamental social organization breakthrough we must achieve.
