Couldn't this easily be enforced? Ask them to explain their requirements for the role and what qualifications would be worth the max pay and how someone who qualifies for the min pay can reasonably attain those qualifications. And if it is reasonably attainable, anyone who qualified can sue them. If it isn't then it is sort of a conspiracy to defraud the public at large isn't it? Might even have criminal implications if they deliberately lied for profit I'd think. I think they're waiting to get sued so the courts legislate the limits because the law itself does not define any.
Would be awesome if someone asked $900k and sued them.
