I see where you're coming from, but if you go to the extreme and anyone could have a private room for $1 a month, would anyone be living on the streets?

That’s untenable to the addict.
There's a reason people treat them as a last resort, and it's not drugs. It's that being in a shelter opens you up to abuse.
