If aliens contact humanity, who decides what we do next?

I am predicating this on the idea that the aliens likely would have come from a solar system that developed in a similar ring of our galaxy that started in the same time as our solar system, totally accepting that evolution would vary wildly. Looking back on human history and see that every time we started to become technically and socially advanced, some narcissistic sociopath leader would abuse religion to lead people into wars and destroy anything that threatens their power, including knowledge and technology. Even assuming evolution was identical between solar systems, I expect we are no less than 4k years behind our neighbors and quite possibly much further behind than that depending on how many times civilization has already been reset and at what rate each species evolved. I admit there are many variables nobody could possibly account for. It is entirely possible we could be millions of years behind or ahead. I do not believe we are ready for this scenario and we should focus on first getting along with one another and working as one species to evolve quickly as one unified people.
Russians are not aliens, but even with them we have really big issues, as they are not agree with place, which declared G7 and Ukraine for them, and instead of negotiations, we got bloody war.
For aliens, we have not any evidence, contact will be peaceful.
We can't even hope, their message will not contain some form of Trojan virus.
So for now, best will hide our technical signatures, and limit our seti activities to passive search, with careful checking all received things before share to public.
