Yeah, it's still there, but they're obviously struggling. They finally replaced their horrific "partners program" (paying people to generate endless streams of meaningless question) with a bot, which actually does a much better job. (Some of its questions are gibberish, but it doesn't generate vast quantities of template questions, and some of the questions are [accidentally] quite insightful.)
They've largely given up on containing spam and harassment. Despite that there are still some interesting things, if you curate your feed vigorously.
