Basically the question is, does choking off China's access to top tier chips set them back permanently, or does it benefit them in the long run since they will have to figure out how to develop quality chips domestically.
Will be interesting to see how this plays out over the next decade.
I think it depends a lot on timeline and other factors, like China's ability to get key tech/knowledge from other countries.
If they had to do everything themselves, I think it'd set them back longer than a decade.
