The answer is probably not. So why this then? There's something more interesting going on here. I would guess at least one of these journalists has some role somewhere a bit more important to someone powerful than just "journalist."
Twitter can pull out all servers and employees from the EU. The EU has no right to legislate a website operating outside their borders. If they don't like it, they can block Twitter a la China and deal with the angst of their populace.
I don't think that Twitter did anything illegal but if it potentially did then there is a legal due process. It is not for an EU Commissioner to threaten 'sanctions'...
On the other hand, Elon has to be extremely important and powerful in this world for the EU Commission to comment on its every move at Twitter, which is ironic when claiming to defend 'media freedom'.
At some point it does give the impression of a witch hunt against Musk. Just let him and Twitter be, I'm sure governments and the EU Commission have better things to do, and so do we (though I'm spending 2 minutes of my life commenting).
