Reward a user for typing in their password with a consistent key-pace by signing them in quicker.

I don't see how it improves security. Maybe the idea is not well enough expressed.

How does focusing on one's input improve security?

If I type my credentials incorrectly but really focus on each key press... the service will not accept the login... because the credentials are wrong.

It is a challenge to present an argument why it helps, yes. I can only think of counter-arguments.

Biometrics based on keypress timing.

and doing what with those biometrics to improve security?

The same as any biometric --- use it to validate the user.

If the input falls outside of an acceptable pattern, ask for additional confirmation.

Instead of readers having to guess, it might be better to improve the original claim of better security.
