If you read a little closer this is in his "counter-arguments" section stated as a claim made by other people - a claim he doesn't buy. If you look at some of his other articles about latency he points to user studies and research that shows the 100-200ms claim is not true.

So he's making the opposite argument you think he's making - he agrees with you.
