“Twitter core services latency reduced by ~400ms.Should feel noticeably faster.”

I'm guessing a dev made US calls faster, so that he/she can tell Elon it's faster without mentioning for the US only.
Also, I've been seeing way more spam. Obvious spam. Nearly every crypto post is followed by at least 1 spam message. Sometimes all comments are spam. I don't remember it being this bad before.
In Twitter's case, Musk mentioned that "A Twitter Home Tab load is about 100 poorly-batched RPC calls " and so I think there is a lot of room to get Twitter data-logistics a LOT closer to a Genie that magically delivers tweets for free.
Next - Maybe Musk can take a look at the under-performing Online of Nintendo's Animal Crossing New Horizons, and Splatoon 3
Now however twitter.com keeps forgetting I want "latest tweets" and resets it to "top tweets" every time I visit. I also only get about 2 hours worth of backlog before I have to klick the "show more tweets" in the iPad client.
The "load more"- semishadowban group has now now been totally liberated and messages appear immediately. Previously it took a minute before messages appeared to the end of the list and were readable only after several "load more"-messages.
Such account is ofcourse totally unusable, and you are thus prompted to make a new one. I remembered one such blocked account (created 2013) and found it now totally good.
I also remembered why this account was banned, I used forbidden word of the day, which was "TommyRobinson" in Europe 2018.
