Does anyone have an idea how much they were spending on compliance moderation? Fines of these types seem rather low normally, so I could imagine reducing a few blocks of 10 100k jobs (in reality costing the firm perhaps 1.5 million, including payroll taxes, benefits and a manager on top of them) to save more than whatever small sum they expect to be fined.
